Quick answer
What you need to know
Your residents' committee may be a useful local contact for notices, community activities, selected certificates, older-adult services, and referrals, but its role and requirements vary by neighborhood.
- Confirm the correct committee through property management or the local subdistrict office.
- Ask what the office can actually handle before bringing sensitive originals.
- Keep names, dates, document lists, receipts, and referral details.
- Use the competent police, immigration, health, or other authority for formal decisions.
China’s urban neighborhoods often have a residents’ committee, commonly called a juweihui (居委会), within a subdistrict. Foreign residents may encounter it through building notices, community events, older-adult support, public-health communication, or a request for local supporting information.
Find the correct office
Ask property management for the committee’s Chinese name, address, opening hours, phone number, and the subdistrict (jiedao, 街道) above it. Confirm that your exact building belongs to its service area; nearby compounds can fall under different offices.
Save the address in Chinese for navigation. If a landlord or employer sends you, ask them to state the purpose and expected document in writing.
Clarify the service before visiting
Describe the request, the organization asking for it, and the deadline. Ask whether the committee handles it, whether an appointment is needed, which originals and copies to bring, and whether a translated or Chinese form is required.
Community offices vary. A helpful local referral is not the same as a formal administrative approval. For immigration or accommodation matters, use the competent public security or immigration channel; see the accommodation registration guide.
Prepare a small document pack
Potentially useful items include your passport, Chinese phone number, lease, address registration record, landlord or employer contact, and the request from the receiving organization. Bring only what staff identify as relevant. Avoid sending passport scans to an unverified personal account, and ask why a copy is required.
If you receive a stamped or signed paper, check the spelling of names, passport number, address, date, purpose, and intended recipient before leaving. Scan both sides.
Use the community as a local information bridge
The office may know about neighborhood notices, volunteer activities, services for older residents, local emergency contacts, or where to ask next. Property repairs and access rules usually begin with property management, while police, hospitals, schools, tax offices, and immigration authorities retain their own responsibilities.

Frequently asked questions
Common questions
What is a residents' committee in China?
It is a grassroots neighborhood organization. Its practical services differ by location and do not replace government authorities that issue formal approvals.
Do foreign residents have to visit one?
Not for every routine. You may be directed there for a local service, notice, referral, or supporting document; confirm the current requirement with the requesting organization.
What should I bring?
Ask first. Depending on the request, staff may want identification, address evidence, a lease, a phone number, or another supporting record. Carry copies and show originals only when needed.
Can the committee complete accommodation registration?
Do not assume so. Confirm accommodation-registration requirements with the local public security authority or the official service it designates.
